You can buy a Windows8.1 DVD from the Microsoft Store or any other retailer if available in your country or region. I thought it was hosed and tried several times to kill the Store and restart it only to come back to the spinning circle. Here's a visual guide to this process. If I type "ms-windows-store:WindowsUpgrade" into a browser the store opens and I see the update. Never seen the license agreement. Also when I run the Create a Recovery Drive applet, the option to "copy the recovery partition from the PC to the recovery drive" is greyed out, presumably because there is no 3.5GB recovery partition on my SurfaceRT. I know that it says that specifically for upgrading from Windows 8.1 preview to Windows 8.1 RTM, but I'm willing to guess that this is how the progress bar shows up for all systems. Or you can restart it yourself.
